Career Assistance and Training or CAT for short, is a program with the sole purpose of assisting the jobless with temporary job creation and job training opportunities for retrenched workers, graduates and school leavers.

The CAT task force will work to create job and business opportunities, and match retrenched workers with training programs and job or business opportunities. investPenang, a state government entity that sustains and promotes the business milieu in Penang, had been entrusted the task as the implementation agency for the CAT program. State agencies such as the Penang Development Corporation (PDC), Penang Municipal Council (MPPP), Seberang Perai Municipal Council (MPSP) and the Penang Water Supply Corporation (PBAPP) would assist by creating temporary jobs and conduct training for the unemployed.
